Each midnight the game fills three slots from that night's pools, always in the same order. A backup pool only fills a slot when the pools before it run out of plans you can take. Plans you can't take, or already have, are skipped, so the real chance is often higher than shown.
Two figures mean the chance changes over those nights, because search plans in the same pool (like Supermarket Scout) get more likely as the nights go by. The first figure is for the pool's first night and the second for the night named, if you haven't bought any search plans by then.
